BOTOLPHS CHURCH, STOW LONGA ON 8 MAY 2008 AT 8 PM Councillors Hayes (Chairman), Allen, Dickins, the Clerk (Mr D Stowell), and 20 members of the public were present. An apology for absence was received from Cllr Millington. 1. The minutes of the previous meeting held 9 May 2007 were read, approved and signed. 2. Parish Council Chairmans Report 2006 / 2007 - the chairman gave a report as appended hereto. The Chairman then invited comments, which were made in respect of two items :- Speed limits - it is unreasonable for the Parish Council to pay costs. PC should continue to press for a reduction in the limit. Peacocks - several suggestions were made - that the trailer should be placed on the Townson's land, as the peacocks are often there. that anyone feeding wild birds in the immediate vicinity should not be put out food until the peacocks are caught , as this is being taken by the peacocks who then do not need to enter the trailer for food. that if all else fails, the PC should get a vet to kill them The consensus was that the present plan should continue, and that if any peacocks go into the trailer the door should be closed and those taken away without waiting for all to be collected. Financial Report for 2007/2008 The Parish Clerk, Mr D Stowell, presented the Parish Council accounts for the year ended 31 March 2008 Town Lands Charity Following the death of Peggy Convine, and Mr Keal having completed his term as trustee, the Chairman invited nominations to fill these vacancies. Mr Keal and Mr Andrew Murdoch indicated that they were prepared to offer themselves for election. In the absence of any other nominations they were elected. Open Forum The Chairman invited Mr Andrew Murdoch to address the meeting regarding several points that he had raised in writing. These are summarised as follows :- (1) Herbage in Church Lane / Church Walk (2) Litter on road - during the winter it is appalling. He is prepared to organise 2 litter picks a year. (3) The recent presentation by Anglian Water was excellent - is anyone interested in coordinating the information to hand down to children and grandchildren? (4) Should we have an Annual Spring Walk to point out and photograph areas that need attention. Mr Croft said that the straw lorries no longer appeared to be tarpaulined, and hence a lot of straw has fallen onto the roads. Could HDC be asked to sweep them now that the straw movements have ended. The amount of dog fouling was also mentioned as a problem. The question of renovations to the Village Cross was raised - should the project be revitalised? Peter Webster said that as a previous scheme had not been approved by English Heritage, it may be difficult to achieve any progress. A question was raised regarding the adequacy of the equipment in the children's play area - the Chairman said that if a specific request were made, some local fund raising would be necessary. The PC would also be able to apply for grants and to make a contribution towards the cost. There being no further business, the Chairman declared the meeting closed at 8.54 pm Stow Longa Parish Council Chairmans report 2007/08 Meetings The Parish Council met on 9 separate occasions since the last Annual Parish Meeting. There was a 93% attendance record by Councillors at those meetings. There were no Extraordinary Parish Meetings in the year. During the period since the last Annual Parish Meeting the Parish Council has dealt with the following issues: Planning applications There were around half a dozen routine planning matters that the council were asked to consider. There was nothing remarkable regarding any of these issues. Some of the planning applications concern building at the Bicton Industrial estate. The Council has consistently made representations regarding the impact on traffic through the village. It is understood that there has been a traffic survey in recent months. The two major issues carried over from the previous year relate to the Kart Club and the Chapel site. As far as the Chapel site is concerned, this is now progressing and hopefully will be finished soon. The owners have agreed to undertake repair work in respect of damage to the Green when they have finished. They have commented that not all the damage was caused by deliveries to the site and similar. Some was caused by villagers. This has been confirmed by several villagers. The Kart Club appealed against the decision of HDC to reject their planning application. The appeal was heard by the Planning Inspector on 12 February 2008. The meeting was attended by several Councillors and members of the village. In my view, the hearing was conducted fairly and all sides had the chance to put their points of view. Since then, the Inspector has delivered his decision and he has rejected the Kart Clubs Appeal. There is a right if appeal to the High Court, but I presume that this would be prohibitively expensive. The matter now appears to be closed Finance During the year the Parish Council dealt with its financial obligations including both an internal and an external audit. The results of both of these audits were satisfactory. The precept was once more set at 3,000 for the 2008/09 fiscal year. This amount was set after considering the budgeted expenditure for the forthcoming year both in respect of overheads but also in respect of possible contributions to improvements to the infrastructure. Peacocks The issue of the noise and disturbance caused by the peacocks was raised at last years meeting. Whilst it is not entirely clear that the peacocks are the responsibility of the Parish Council, we resolved to see if we could find them an alternative home for them. Whilst we found a number of places that would take them, none of these people would catch the peacocks. We are in the process of trying to catch them at the moment and, if successful, they will be removed to the White Horse at Tilbrook. Any other suggestions would be gratefully received. Repairs and maintenance There have been ongoing discussions regarding re-siting the drains in the road. Relocating the post box to the Green is being considered for safety reasons and also to reduce damage to the verges around the pull-in next to the existing post box. HDC will take action to deal with the hedge and trees adjacent to the play area and opposite Church Farm. The Parish Council made a further application for a grant to install a footpath from the post box to Sunnyside Farm. However, as in previous years, this has not been successful. The merits of making a further claim are being considered. Stow Longa Village website The Clerk continues to publish the agenda and minutes of the Parish Council meetings on the website. These can be found on  HYPERLINK "http://www.stowlonga.org.uk" www.stowlonga.org.uk. Thanks to Jonathan Young for assisting with this. Health and Safety Martin Allen has taken over responsibility for regular inspection of Parish Council assets to ensure that there are no health and safety issues. Where necessary, appropriate action has been taken to ensure that any potentially dangerous matters are dealt with. The play area equipment is due to be inspected by Wicksteed again this summer. Mains Sewage An open meeting was facilitated during the year by the Council for householders to meet Anglian Water and their contractors. 44 householders have indicated that they wish to be connected. Anglian Water will approach the remaining 13 households once more. Work is now scheduled to commence in late June early July 2008. Village boundaries The merger of Stow Longa and Spaldwick Parishes has been dropped by HDC. The extension of the Parish boundary to include the three houses on this side of the airfield which are technically within Kimbolton Parish has been pursued by the Council. We are awaiting the outcome. Reducing the speed limits Altering the speed limits for A and B roads is to take place by 2011/12. Other roads will be scheduled after then, unless there is a history of safety issues. Speed limit changes can be funded privately, but this is expensive. We have asked the police to monitor the speed in the village and this they have done. We will ask for this to be repeated. We have investigated the cost of rumble strips and similar devices. The view appears to be that many of these for example rumble strips, have limited effect. Interactive electronic signs are expensive and are only permitted where there is recorded speeding over a certain limit, or where there have been accidents. We are in touch with our local police liaison officer to ask for further support.
