Repairs and maintenance issues Since the last Annual Parish Meeting, a meeting has taken place between the Chairman of the Council and two members of the County Council Highways department. Amongst the issues discussed were: Repairs to a damaged drain cover (work since completed). Draining and in particular resting the drains in the road. Erosion to the verges, especially opposite Sleepy Dell and near the post box. Repairs to potholes. Possible physical means of claming traffic speeds. Constructing a footpath from the post box to Sunnyside Farm. Some progress has been promised, but it would appear that the Highways Department is operating under serious financial constraints which make it difficult for them to accede to all our requests. The Parish Council made a further application for a grant to install a footpath from the post box to Sunnyside Farm but, as in previous years, have not been successful. Attention will be given to making a further claim later this year. Issues relating to safety for pedestrians have been emphasised. Stow Longa Village website The Clerk continues to publish the agenda and minutes of the Parish Council meetings on the website. These can be found on  HYPERLINK "http://www.stowlonga.org.uk" www.stowlonga.org.uk. Thanks to Jonathan Young for assisting with this. Health and Safety As in previous years, Councillor Whitlock has continued his regular inspection of Parish Council assets to ensure that there are no health and safety issues. Where necessary, appropriate action has been taken to ensure that any potentially dangerous matters are dealt with. The play area equipment is due to be inspected by Wicksteed this summer. Mains Sewage The Parish Council is not directly involved in this matter. However, it is understood that it is intended that mains sewage will be introduced by 31 March 2008. A planning application has been submitted, and approved by the Parish Council, for a pumping plant to be installed on Church Farm. Improvements to the play area As mentioned at the last Annual Parish Meeting, additional equipment has been installed on the play area at the request of villagers. The total cost was 466.48. The Parish Council supported this. 128 has been contributed out of village fund raising and a 200 grant is due from HDC. The net cost to the Parish Council will be 138.48. The goals posts and seat were erected during early summer 2006. Village boundaries As highlighted last year The Council has considered whether the Parish boundary could be extended to include the three houses on this side of the airfield which are technically within Kimbolton Parish. The residents of those houses have been consulted and are in agreement with such a change. It would appear that this request is being viewed sympathetically and we have received a map with a proposed change (which is incorrect as it excludes Rookery Farm). It is not known if the matter has been considered by Kimbolton Parish Council yet. As part of the overall process of reviewing Parish Council boundaries, HDC have proposed that Stow Longa and Spaldwick Parish Councils should be merged. The Parish Council strongly believe that such a merger would reduce the influence that villagers have over issues specific to Stow Longa, particularly planning matters. An Extraordinary Parish Meeting was held at which the unanimous view was that we should reject the proposals. The Parish Council responded accordingly and we are awaiting the outcome. As a footnote, it would appear that one of HDCs concerns was that a small village would not field sufficient candidates for an election where there are five places on the Council. The recent election, where there were seven candidates, strengthened the villages position. Reducing the speed limits This has been identified as a high priority issue by the Council. The following steps have been taken: Meeting with our county Councillor, Councillor Walters, to ask him to put pressure on the authorities. Letters to and phone calls with Emma Murden, the person responsible, for the changes. Considering the County Council/Police Community Speed Watch scheme. This scheme has been suspended as a result of a lack of finances. Phoning our local police liaison officer to ask for support. Recently (March) HDC have indicated that they are supporting a proposal that the speed limit for all villages in the County should be 30 mph. This matter is now being considered by the County Council. The Parish Council will continue to make this a priority and put pressure on the relevant bodies. However, it is important not to underestimate the inertia in dealing with this matter at certain levels. Finally I would like to express my thanks to all the Councillors and the Clerk for their support and work over the last two years since I have been Chairman. BOTOLPHS CHURCH, STOW LONGA ON 9 MAY 2007 AT 8 PM Councillors Hayes (Chairman), Convine, Dickins, , the Clerk (Mr D Stowell), and 12 members of the public were present. 1. The minutes of the previous meeting held 25 May 2006 were read, approved and signed. Parish Council Chairmans Report 2006 / 2007 Meetings The Parish Council met on 11 separate occasions since the last Annual Parish Meeting. There was a 94% attendance record by Councillors at those meetings. In addition to the Parish Council meetings there were two Extraordinary Parish Meetings in respect of: The Kart Club planning application. Possible merger of the Parish Council with Spaldwick. During the period since the last Annual Parish Meeting the Parish Council has dealt with the following issues: Planning applications Apart from the Kart Club application, the other planning issues dealt with concerned: Enforcement regarding replacing trees on the Old Chapel site. In addition we have also contacted the agents regarding maintaining the Old Chapel site in a tidy state. Four other planning matters. As Villagers will be aware, the Kart Club submitted an application for a change of use which would have increased the number of potential race days from 12 to 18 per annum. There was also a request to introduce a number of mid-week testing days and some ancillary matters. The Council took the following steps in respect of this matter: We had a meeting with two members of the Kart Club committee. All villagers were circulated to inform them of the application and to invite them to an Extraordinary Parish Meeting. We received the views of villagers at the Parish Meeting. We liaised with the HDC Planning Department. We also liaised with Kimbolton Parish Council. In addition we liaised with our District Councillor, Mike Baker, who agreed to support the Parish Council if we decided to object to the planning application. Following our consultations it was clear that the majority of villagers were not in favour of the proposed increase in use of the Kart Track. The Parish Council therefore recommended refusal of the application. HDC Planning Department also recommended refusal. As Kimbolton Parish Council recommended approval, the matter was referred to the Development Control Panel meeting on Monday 20 November 2006. I spoke at the meeting on behalf of the Parish Council as did Councillor Mike Baker. We both recommended refusal. The 10 Members of the Development Control Panel who were present discussed the matter. It was clear that virtually all of them were fully aware of the issues relating to noise and were familiar with the site. The Panel rejected the application unanimously. There have been no further developments since then. Finance During the year the Parish Council dealt with its financial obligations including both an internal and an external audit. The results of both of these audits were satisfactory. Sewerage Scheme - could the Parish Council establish what should be done with existing cess-pools when mains drainage becomes operational? In response, the Chairman said the Parish Council would consider the issues raised by Mr Murdoch. Regarding the sewerage question, he believed that "camp followers" would offer their services when the contractors installing the new system had moved on. BOTOLPHS CHURCH, STOW LONGA ON 9 MAY 2007 AT 8 PM Councillors Hayes (Chairman), Convine, Dickins, , the Clerk (Mr D Stowell), and 12 members of the public were present. 1. The minutes of the previous meeting held 25 May 2006 were read, approved and signed. Parish Council Chairmans Report 2006 / 2007 Meetings The Parish Council met on 11 separate occasions since the last Annual Parish Meeting. There was a 94% attendance record by Councillors at those meetings. In addition to the Parish Council meetings there were two Extraordinary Parish Meetings in respect of: The Kart Club planning application. Possible merger of the Parish Council with Spaldwick. During the period since the last Annual Parish Meeting the Parish Council has dealt with the following issues: Planning applications Apart from the Kart Club application, the other planning issues dealt with concerned: Enforcement regarding replacing trees on the Old Chapel site. In addition we have also contacted the agents regarding maintaining the Old Chapel site in a tidy state. Four other planning matters. As Villagers will be aware, the Kart Club submitted an application for a change of use which would have increased the number of potential race days from 12 to 18 per annum. There was also a request to introduce a number of mid-week testing days and some ancillary matters. The Council took the following steps in respect of this matter: We had a meeting with two members of the Kart Club committee. All villagers were circulated to inform them of the application and to invite them to an Extraordinary Parish Meeting. We received the views of villagers at the Parish Meeting. We liaised with the HDC Planning Department. We also liaised with Kimbolton Parish Council. In addition we liaised with our District Councillor, Mike Baker, who agreed to support the Parish Council if we decided to object to the planning application. Following our consultations it was clear that the majority of villagers were not in favour of the proposed increase in use of the Kart Track. The Parish Council therefore recommended refusal of the application. HDC Planning Department also recommended refusal. As Kimbolton Parish Council recommended approval, the matter was referred to the Development Control Panel meeting on Monday 20 November 2006. I spoke at the meeting on behalf of the Parish Council as did Councillor Mike Baker. We both recommended refusal. The 10 Members of the Development Control Panel who were present discussed the matter. It was clear that virtually all of them were fully aware of the issues relating to noise and were familiar with the site. The Panel rejected the application unanimously. There have been no further developments since then. Finance During the year the Parish Council dealt with its financial obligations including both an internal and an external audit. The results of both of these audits were satisfactory.
